According to a transcript, Maliki said: “At the beginning of next year we will increase the training of our forces … when they reach an acceptable level, we can talk about transferring power from multinational forces to Iraqi forces.

“I can say that Iraqi forces will be ready, fully ready to receive this command and to command its own forces, and I can tell you that by next June our forces will be ready.”

Bush told a joint news conference earlier Maliki was the “right guy” for Iraq, countering talk he had lost faith in the prime minister amid sectarian violence between Sunni and Shi’ite Muslims that is overshadowing the Sunni insurgency.

“Part of the prime minister’s frustrations is that he doesn’t have the tools necessary to take care of those who break the law,” Bush said in Amman.

“We talked today about accelerating authority to the prime minister so he can do what the Iraqi people expect him to do.”

I used to have a t-shirt that said “If you can’t dazzle them with brilliance, baffle them with bullshit.” Is anyone else having difficulty deciphering this?

How does one “increase the training”? Why begin in January? Are they expecting the civil warriors to take a 30-day timeout?

What’s with this ‘right guy for Iraq’ talk? Does the presidential blessing validate his divine leadership or does it mean he’s the right puppet for the job?

What ‘necessary tools’ does Maliki lack, and how will he acquire them? And how does one ‘accelerate authority’?

Frankly, it all sounds like bullshit. They’re promising Maliki will be paralyzed and impotent, only much faster now.

The only part that seems decipherable comes from the knowledge that all our coalition partners will be out in 2007. And Maliki’s mentions of timelines suggest a US withdrawal plan that will run from June to the end of 2007. Which is coincidentally just before the presidential primary season.
